Combine all the ingredients except green onion in a bowl, set aside at least half and hours. Add green onion right before making the crepes.
To make dipping Sauce
Dissolve the sugar in warm water, then add rest of the ingredients and mix well.
To make crepes
Heat 1 tbsp oil in a large skillet over medium-high heat. Add shallot and cook until fragrant, then add shrimp and sauté until slightly changed color to pink.
Pour the batter into the hot skillet, swirling the pan to evenly spread the batter.
Lower the heat to medium-low, add bean sprouts and cover, cook for about 3 minutes until the batter is set and edges start to brown.
Remove the lid and continue to cook about 5-6 minutes. Pour a little oil around the edges and turn up heat to make the bottom of crepe extra crispy. Fold in half and transfer to a plate and serve with lettuce, herbs and dipping sauce.
